Summary
Telecommunication infrastructures are the foundations of the Society of Information. Since the liberalisation of the Internet the networks that provide access to final users are private, and their deployment obeys more to commercial strategies than to a concept of universal service. Some countries are beginning to plan, from public initiatives, the central networks, as vital elements for the development of the New Economy.
