Summary
The Labourd region preserved, until the end of the Ancient Regime, its ancient organisation: the Biltzar, excluding the Clergy and the Nobility. The States of Lower Navarre, heirs to the Courts of the Kingdom of Navarre, were organised in accordance with the Common Law of the state assemblies.
