Summary

The objetive of this work is to analyse in detail both competitiveness and the innovation system in Navarre, while comparing it at the same time with the situation in the Basque Country. In order to do so, the factors that determine competitiveness are studied, together with the role of the elements that make up the innovation system: universities and OPIs, technological centres and other infractructures, companies and Public Administrations.
