Summary
The Rioja Alavesa is showing signs of rural decline and difficulties in retaining its population. Through demographic analyses and housing and urban planning in the area, we explore the potential of rural housing to halt depopulation. The conclusion is that the rehabilitation of empty housing and promoting affordable rentals can help the population to stay.
