In Bilbao, in 1959 there was a change in housing policy, which brought about changes in building regulations. Under the Bilbao General Urban Planning Programme(PGOU), research was carried out on prefabricated housing, and business or politically-oriented architects come from to those that interpreted and reflected on innovative proposals.
